The Community Services Programme provides funding to employ individuals, who have previously been unemployed.  The funding is expressed as a fixed annual contribution towards the costs of
employing full‐time equivalent workers to deliver the service. The employment criteria are set out in full in the CSP Operating Manual.
Information Regarding CSP Supported Posts
The provision of community based jobs to unemployed people is a principal objective of the programme. The employment of eligible individuals, transparency of recruitment, maintenance of employment records and regular reporting to Pobal are all important aspects of CSP contract compliance.
It is a criterion of the Community Services Programme that 70% of CSP FTEs workers are drawn from the following groups:
• Employment eligibility – see CSP Operating Manual - section 2.4.
• Employment exclusions – see CSP Operating Manual section 2.4.
Information and Resources for CSP employers
The Local Employment Service (LES) have offices in each region of the country. They provide a range of services to the local community focusing on the provision of practical support, advice, guidance and information relating to employment, training and return to work and welfare rights options. They keep and update on a regular basis a database of any members of marginalised groups who are looking for employment.
